Water parks

So on our trip in October, we have gotten the water park and more option. I plan on using it at Disney quest, miniature golf, and one of the water parks. TA calendar says blizzard beach is open while Disney site lists typhoon lagoon as the one with open hours. Regardless my DH and 9 year old son will love either. My DD will be 14 months old. What is there to do for her at each? I saw that each offers a kiddie section. Would she be able to ride with me on a raft, like the lazy river?
