Was Mattel originally gonna make a Tinker Bell doll for the movie Hook in 1991?

I read in my copy of Disney Dolls by Margo Rana that Mattel was gonna make a Tinker Bell doll for the movie Hook in 1991 but it never got released on the market. From what I read the doll was gonna have a face sculpted in the likeness of Julia Roberts who played Tinker Bell in Hook but she was only seen in press photos and why this version of Tinker Bell was never released is a mystery? Was this doll gonna be a part of the Hook toyline in 1991?
