If you made plans to have lunch, then the co-worker comes in and says, Oh "Jane" and I are going out want to come.... HUH?? The office is dead, and this person drives me nuts, but at least it would have been company. I told her no thanks, dh and I are kinda on a tight budget and we don't eat out anymore. It is just irritating.

No, we were eating in. Then she decided she would rather go OUT to lunch with another co-worker and blew me off.
