I’m not surprised it’s been denied this week — it’s holiday cruises with tons of kids, which often resulted in denial of “aging up.”
It likely will continue to depend on the onboard situation for your particular cruise. You’ve always had to request it onboard and it was never guaranteed.

I think they don't want to guarantee a Yes for every cruise moving forward but depending on demographics they've shifted around the schedules to move YA up into Edge and waivers have been available. The kids seem to be perfectly cool with everything!
*edit to say there are definitely some counselors who can no longer really plan ahead for what their schedule might look like since there's a chance they can get bumped back and forth so New Year's Eve is up in the air for the new Edge-inductees*
So just for clarification, Edge is a maybe for 10 and still a no for 9? All DS’ cousins are 12-16 (but at least 3 will be in the Edge) so he’ll be alone in the club otherwise.

Correct, a 10 year old may be able to go to Edge. For a 9 year old is is definitely a no. They can all go to any space together and hang out during Open House
