Wait times app explanation needed

I admit I'm not very techy. I downloaded the iphone version of mousewait for our trip next week and played around with it today. At 8:30am west coast time it said RSR's wait time, then "no fastpass available" and below that line it said 5:30pm (I think). Does that mean they already ran out of FPs for today and that the last return time given was 5:30? Or, more likely, is that 5:30 time stamp from user input last night at that time?

Sorry, but the app's site doesn't give a simple explanation.
 
I believe it is the time stamp for the last time someone submitted an updated time. When we were there in Aug whenever I submitted a wait time it would give the time I submitted it.
 
Was the park even open yet at 8:30 yesterday morning? If not, I don't think you can really consider anything posted on there until the park is open. Plus, you're at the mercy of whatever someone posts.
 

I got RsR fastpasses yesterday around 9:30 for a 11:55-1:55 pm return time.
