Do they offer vow renewal services/ceremonies on board? We are trying to decide where we want to go to do this and was wondering if this is something that they offer on the boat.

Yes. I searched for "vow renewal" on the DCL website and found this:

scroll down to the vow renewal package section and click on View More. Be aware they are pretty pricey, from what I've read.

They do weddings, I'd imagine you could inquire about vow renewals as well.

All weddings/vow-renewals begin at $3000. That's for the ceremony, cake, champagne toast, for up to 10 guests.

My brother got married one of the ships about two and a half years ago. It was on the Dream in the Outlook and the officiant was the captain at the time. There was cake, champagne, flower arrangements, music, and pictures. For the music, they decided what songs they wanted for the major parts of the ceremony and for all of the other times DCL provided a fantastic pianist that played Disney love songs. They also received gifts to their stateroom, dinner at Palo the night that they had their ceremony, and invitations were sent to everyone in our party for the ceremony. They were also able to keep the Mickey and Minnie figurine that was on top of the cake. It really was beautiful. It is pretty expensive, but it was worth it.

We were married on the Magic in10. The renewals and the weddings are the same.price. the only difference is that the renewal.does not include the civil ceremony before the ship leaves the pier. Other then that you get a choice im flowers,locations, cakes etc. You also get the carving knife cake topper and the cake top itself. Plus a free steaming for wedding couple for dress and tux. There's other things in there like wedding music wedding photographer etc.
