Last fall my daughter was at Vista Way and had the exact same problem. I had purchased a brand new wireless router and had set it up for them (I do this for my office) - made it protected and made sure it was working. It lasted for a couple of days at most. I went back to check it and everything was set up correctly. They contacted the front office and I believe they sent someone to look at it several times, but it would keep dropping the connection. In order to get the connection back, they would have to reset the modem (small reset button on the back of the modem).
I contacted the IP company myself and had a lengthy discussion regarding the connections for Disney Housing. Basically he explained that while all the apartments in all three complexes are set up for the internet, the reality is that each apartment can only handle a load of about 4 connections at most - a connection is a laptop, phone, gaming console, ipod etc. He was able to view the history of my daughter's apartment and noted that they had upwards of 6-10 connections at any given time - made sense because there were 6 girls in the apartment. He said he would send someone to check to see if the modem was working properly but I am not sure if this ever happened.
I don't think they ever had the problem solved and ended up using wired connections (only four at a time though) to the modem or using a wireless connection from someone nearby who gave them access and had their connections working properly. It seemed to me a pretty hit-or-miss sort of thing. Some people had no issues and some had a lot of issues.
I would think that in this day, they could really get better service for internet.
If you cannot get it working, I would suggest using a wired connection directly to the modem. The cable is not expensive and might be worth it to save the hassle of going elsewhere to do work.
