Via Napoli and other non-Disney-owned restaurants will most likely be added to the 2016 brochure by the end of the year as they finalize contracts with Disney. No one knows for sure on any of them, but apparently this happens every year and I don't know of any that have stopped taking the dining plan.

Fulton's stopped taking the dining plan in 2006. It was added back on in 2011. That's the only instance of a restaurant dropping out.
