VH and Car Hire

Anybody else get annoyed at the extra desk staffed by local virgin reps before the Actual car hire desk when you booked a car with virgin! Do they still do that? Booked independently last year and walked up to an empty Budget Desk to be served straight away! Booked through Virgin this year and hoping they have stopped this practice.
