VGT vs FL Resident 7A

I'm curious as to what the difference is between these two. We have booked a "VGT" rate in the past, but never the FL resident 7A rate. Does it work the same as in you're guaranteed at MINIMUM a 7A, but could receive a higher category? Or are you locked into that 7A category? Thanks in advance!

We booked FL Resident GTY 7A and about 2 weeks prior to sailing got assigned 5A.

A FL rate is not necessarily a ‘guaranteed‘ rate. However, they often offer the rate only on *GT or GTY rates since they use that promotion to fill ships. But if you look around, you can also find FL rates for specific-room bookings. When you activate the FL rebate in the search engine, you‘ll get access to all the types of fares for a specific cruise, but those with a small price tag will be the discounted ones.
