Vero/ WDW November or August?

I’m looking to plan 2 separate trips at WDW and Vero- one in August and one in November. Would you choose to do WDW or Vero in August? I’m thinking the parks are miserable in the summer heat so Vero might be better in August always being near water but I read the no see ums can be particularly bad in August. What would you pick?

Vero in August and parks in November. The beach breezes, pool and ability to get in both would be great in August.
