If I purchase DVC points with Vero Beach as my "home" location, is it easy to use those points for properties at Disney World?

Since you are new to the boards, I recommend you do a lot of research before buying points. Hanging out here is a great way to do that.

To answer your question...normally you can get onto the WDW properties with VB points. If it is a busy season, then it might be tough to get into a resort you want to be at. An example is getting into the Boardwalk during Food & Wine.

Most people push really hard to buy where you want to stay. If you want to go to Food & Wine a lot, then buying at the Boardwalk or Beach Club makes sense.

Don't let the low price of VB points fool you (I assume you are looking at resale). The annual dues at VB is the highest of all the resorts and after a few years VB becomes far more expensive than a WDW resort.

With all that said...We love VB. It is one of the great benefits of DVC membership.
 
The above post has a lot of wisdom, especially about the maintenance fees.
However, to answer the specific question you had, we have points at BLT and have only stayed there twice. We've never had an issue booking elsewhere with our points. If it's something we planned ahead for (such as our upcoming Vero vacation), we count backwards and call on the 7-month window date to secure our reservation.
Now, if you want that 3-bedroom villa on the beach for a yearly family vacation, you most definitely need to purchase VB points!:goodvibes

Buying VB points to use at WDW is not the best option.
"maybe" is the answer to you specific question, depending on what time of year you want to go to WDW, the size of room you want, the resort you want to stay at, and your openingness to taking what's avaliable in the event of what you want isn't open to you. Another consideration is that per point, the dues owed by owning at VB are THE highest in the DVC system.
I own at VB,OKW and BWV...because I want the 11 month window to ensure I can book where I want, when I want for the room size I want....buying at one place with the expectation of being able to go some where else may not work....the age old wisdom in DVC is to buy where you want to stay.

You want to buy your points at the resort you want to stay at the most. Or, if you couldn't get another resort, you wouldn't mind booking there at 7-11 months out and couldn't change to another resort.

The only thing you are guaranteed with DVC is the ability to book at your home resort. So if they took the other DVC resorts away, would you be happy at VB?

If your goal is WDW most of the time I would not buy VB or HH. The price break is not large enough for the risk. Rather than buy at your favorite or preferred DVC resort, the best wisdom is to buy at the resort on property (for WDW stays) that is the cheapest you'd be happy with most stays. For some that will be one and the same but not for others. As others have noted, HH and VB have higher dues, VB the highest of all. Now if they get cheap enough (like $20 a point now) there is a price that makes it a reasonable risk. Also, there are some who want both HH or VB plus WDW and therefor buying one of those may be the best for them. But just to buy to get into the system, it's definitely not worth the risk, hassle and higher fees at the current $$$.
 
Yeah, if your goal is to stay at any resort at WDW, buy the cheapest WDW points you can get. But if you want that Concierge villa at Jambo House, you need AKV points. If you want the BWView at BWV you have to own BWV points. If you want the BLT theme park view, you need BLT points. Etc.
