Vero Beach a resort hotel?

Is Vero Beach considered a WDW Resort hotel?

We'll be staying there for several days and then going straight from there to Epcot. Will I be able to use my Vero parking pass at Epcot, the same as if we were say, staying at SSR?

No, it's not considered same as onsite WDW resorts even though it is a DVC resort. If you aren't staying at an onsite resort either DVC or Disney owned when you visit Epcot then you'd need to pay for parking. I'm not 100% certain but I think if you have annual pass then you may park for free.
