Trying to decide between two or three days for USO and IOA. We will be staying offsite at Disney’s Pop Century. Our Dates are Dec 12 and Dec 13(2 Days) or Dec 11-13(3 days). Would two days be enough to hit all the major attractions at both parks(Including Harry Potter) this time of year?

How much would bring a bag slow us down? Is checking into the lockers before ride that big a deal?

If not bringing bags would reduce this part of our trip to 2 days I might consider this.

Any additional advice?

I'm going in June and decided for the three days. June is begining of high season. However you are in December and not Christmas week. This is near the end of low season. I think you would be ok with two. Consider the hours. The park closes earlier, and the weather, it could be cold. Historically for me December has been ok, but not pool weather. We decided to go with a three day VIP.. That way if we spend tons of time first thing in the am on WWoHP the lines won't effect us when we get to everything else.

So consider a two park VIP versus a three day.

Two days in December is enough to hit all the major attractions IMO. However, I recommend a third day so that you don't feel as rushed, can enjoy the finer details, and re-ride your favorites.

As for bags, there are roughly 8-10 rides across both parks that do not allow them. Each of these rides provide lockers free of charge for a time determined by the wait time of the ride. They are mostly an annoyance to use, but FJ's locker line in particular can be a little long.
