Using FP+ with Rider Swap

Our party is 2 adults & 3 kids (14, 12, 9). All of our kids will probably be tall enough to ride everything, however the 12 yr old will not ride thrill rides (Space, Splash, TofT). I hope we can use rider swap with her (since she's tall enough, just scared, I've heard it doesn't always work).

My question is, do I just go ahead and get 5 FP+s for all the rides, or is it better to get 3FP's, then we can get 2 FP's for something she WILL ride?

Get her FPs for what she will ride.
 
With a baby I have been denied a rider swap pass when having a FP multiple times. They told me I should have just gotten us both FP. I have also been allowed a rider swap by other CM. I wouldn't bank on them giving you a rider swap for that 4th person if they really want to ride especially with someone who is tall enough just doesn't want to ride. Seems to depend on CM mood.
