Use FPs on band that hasn't been scanned into park

When we were there this past Sept, it was possible to use the FPs on someone's magic band even if that person wasn't in the park (for example, if my mom stayed in the hotel, we could take her band and use her FPs). Does anyone know if they have closed this loophole? Thanks!
