US Airways Carry-on Luggage Question

I just got a new luggage set for Christmas. I got a 5 piece set
28" expandable upright (28'' x 19'' x 9'')-This will be used as a checked bag.
24" Upright (24'' x 16'' x 8'')
19" Carry-on upright (19'' x 13.5'' x 7.5'')
Boarding bag
Garment Bag

My main concern is the 24" and 19" upright.

According to US Airways their carry-on size requirements are:

* Up to 45 in/115 cm (14 x 9 x 22 in or 36 x 23 x 56 cm)
* Up to 40 lbs/18 kg

So does this mean that I can't use either of the upright carry-ons?

You can use the 19" as a carry on but not the 24 "
