Upgrade from a Moderate is it possible?

We are staying at PORS late September with the Free Dining Option. Do you know if there is anyway to upgrade to a Deluxe resort even if it is for a nominal fee. Thus far when I have asked the CM at 407-Wdisney they have always said unless I had a code that rebooking would be considerably higher. In the years past this has been an option or just maybe we were just lucky. What am I missing or what are your suggestions?

If its not available its not available, doesnt matter if youre willing to pay for it. Every code/offer/promo/pin has a certain number of rooms available, once theyre gone theyre usually gone barring any rare/unforeseen circumstances
