Wow...very strange. I have used Travel Guard myself (I am Canadian) and after providing them with the necessary documents to support the reason for my cancellation (including an invoice for the flights), I was reimbursed the full amount of the flight. The flight originated in Toronto on Sunwing. 
This is the original deposit you paid on the package, the initial $200 is non-refundable. Everything else is.
DaniB, by chance were you issued a credit of any kind by the airline? I know some insurance companies will pay for coverable reasons but only less any credit issued.

I phoned Travel Guard again this afternoon. They said that Disney is only allowing them to cover $200 of the $840. They supposidly did not know why.
