I happened to be at USF today. Here are their current rates:

Wheelchair $12.00 plus $50 cash deposit or against credit card plus driver's license. May be rented near the entrance to City Walk from the garages or at the Park entrances.

ECVs $40 plus deposit and driver's license. Available only at the parks. I don't know if they allow park hopping with them.

Universal/IOA generally does allow park-hopping with an ECV (so I'd think a wheelchair as well) but you need to be escorted by an employee from one park to the other. They'll bring your contract and deposit-or-ID to the second park at that time so you can turn in the ECV at that park and not have to go back to the other one.

I was allowed ONCE to 'escort' myself from IOA to USF - maybe I look honest, maybe I look like I wasn't going to get very far with the ECV ;) - and somebody brought my ID over to the Studios when they had time.
