Are there buses that go from any of the Universal Hotels to Disney?

Do you mean city buses---it takes a few hours using city transportation?

There is no free transportation between the two resorts. You can arrange for a taxi or Mears.

If you go through Dreams Unlimited, they have a one day ticket that includes Mears transportation.

There is a sticky just above that deals with all transportation between the resorts.
 

The sticky is great but I still don't understand something.

Do I just go to the Royal Pacific reception one night and say can you get me a Mears transportation to Disney in the morning please, 7.15am please?

Or do I need to book it through Mears? Are Mears reputable and safe for online booking or is their website a bit dodgy?

You should call them on your own. And I think 24 hours notice is probably a good idea.

I used Mears several times to get from my WDW resort to Universal. Their number is 407-423-5566. You can just call them the day before you want to go to Universal to schedule a pick up time. If you schedule over the phone be sure to have the correct change to give to the driver. or if you want you can go down to the Mears desk at MCO as soon as your flight lands and just pay for the number of vouchers you'll need. There is no date on the vouchers, so you can use them any day you want. The Mears desk is right before you get to the Disney Magic Express desk on the first floor of the airport. If you get the vouchers at the airport you can use a credit card to pay and they'll give you vouchers that can be used any day and will have the Mears phone number on the back and how to schedule your pick up times. The day before you want to go to Universal just call and arrange your pickup time. When the driver arrives, give him your voucher, he'll tear 1/3 of it off and give you the other 2/3's. You can either shedule a pick up time with him at that time or you can just wait until about two hours before you want to leave Universal and call the number on the back of your voucher to arrange a time back to your resort. When that driver arrives, give him the rest of your voucher and he'll give you 1/3 back for your receipt. Of course the drivers tips are not included, so have cash for those. Again I've used Mears several times and will be using them again in May and have never had a problem. When you call for a pick up time they'll give you several options. We always choose the earliest (around 7:30am) and have never had a problem getting there way before opening. In fact we have always been the first in line. I last used them in Dec and the fee was $18.00 round trip/person, but I believe I read where it may have gone up to $20.00 r/t.
