Universal pyrotechnics question...

I was just curious. Can Universal/IOA disarm their pyrotechnics if there is a storm happening? The reason i ask this is because when my parents and I went to Universal last year, we saw Fear Factor Live. All during the show, it was pouring down rain and lightning. When time came for the "rocket launcher shooting the target" bit, the pyrotechnics on the building didn't go off, like they did in a video I dl'ed before going down there. Any ideas?
