Universal annual pass question re: blackout dates

I just had a neighbor tell me yesterday that they would typically get the regular annual pass with all the blackout dates, and if they found themselves needing to go on a blackout date that they paid some very reduced amount to be able to go on the blackout dates.....Maybe it was simply upgrading the annual pass to one without black out dates?
Anyone be able to confirm this and know how much it is?
