Has anyone ever used the promotion for $39.95 flights through this website. The condition is that you book your accommodations through a licensed travel agent.

I am not familar with this particular site, but that strategy is nothing new.
Consumer Reports is CONSTANTLY warning against this type of promotion.
The bottom line is that they will charge you so much for accomodations, that you do not save any money overall, even though they "give" you an airplane ticket. They DO NOT sell accomodations at rack rates. They inflate the price, so they cover the cost of airfare and then some.
