They are both totally different restaurants...
That being said, haven't eaten at Tutto in close to 2 years, so not fair to give a review at this time, as the menu has changed. We have eaten there several times, before Tutto (Alfredos) and after, and find it highly overpriced and overrated. Food wasn't that good, IMHO.
Marrakesh used to be my fav, so we have eaten here tons of times over the past 10 years, the most recent being less than 2 months ago. I was highly disappointed, as they have now falled victim to the same Disney cutbacks that we are seeing...greatly reduced portions, food and service subpar. Even the bellydancer and musicians have reduced their playing time. Now, this used to be my fav restaurant, so I know it very well, so if you have never been there, you won't have those experiences to compare to.
In terms of atmosphere, I like Marrakesh as it's very quiet in there, and the musicians/bellydancer are great to listen to and watch. As for Tutto, it is very noisy and big, so you won't be able to enjoy much quiet time in there.
I am afraid I probably haven't been much help. They are 2 very different restaurants. Since you are on the dining plan, then it won't matter for cost, but if paying cash, as we do, then Tutto is very expensive. In terms of being on the DxDP, you'll get appetizers, entrees, beverages and dessert at both, so you'll have plenty of food, but Marrakesh has feast platters (used to be very good, not as good in March), that you can pay an upcharge for (5.00, depending upon feast), and so that could be a consideration for you as well. The platters allow you to sample many dishes at one time.
