Does DVC give turndown service? Do the regular Disney hotels?

Only if you are staying Concierge.

DVC only if staying at AKV concierge, at Disney resorts the deluxe resorts offer it.

Remember....DVC is a timeshare, not a hotel. The special Club level reservations in Jambo House of AKV is the only place where this is available. I believe that is only because it is available for the regular concierge as well.
