It isn't unusual in Hollywood for a studio, when deciding on a sequel, to have some sort of backdoor plan for two, with the second ready to go in a short amount of time to help cut costs. Actors can also be locked in to contracts for two sequels at that time.

They would still in most cases hold back and wait for results and projections, and if the market isn't right, shelve the idea.
 
From what I read the other day Legacy cost 170 million to make and has only taken in 140 million so far. In the end it will probably make money, but certainly not like what they were expecting. If a third Tron is made you can bet the budget will be cut a lot.

The $140m I believe is just domestic. And the production figure I see most often quoted was $150m, but then Disney put about $100m into marketing.
 

As long as Tron 3 is full of Olivia Wilde I'll go see it. :)
