It can be either refund or reschedule - whichever the Guest desires or requests.
Disney goes into major Guest accommodation-mode when hurricanes are predicted/expected to impact travel to FL or the Resort.

Are you asking because you would already have a reservation or would you be looking to stay there after evacuating south Florida?

For existing reservations the PP was correct. You can cancel or reschedule without penalty.

If you are looking at them as a safe haven, try to call or book online before you arrive, so you will know if a room is available. Nothing worse than all the no vacancy signs when you are evacuating.
