Transportation to Outlets

I will not have a car available to me on my next trip (Nov.) but would like to visit the Disney outlets (not Belz but the other one - can't remember name).

What is the best mode of transportation to get there and prices?

How much would a taxi cost? Is there Lynx service to this outlet from Disney property (bus numbers)? Would it be cheaper to rent a car for a day?
