Transferring tickets and fast passes

My family will be at wdw for a week next summer. My sister’s family are FL residents. She plans to join us for one day on our trip. Her husband’s job often makes it hard for him to get away. She does not want to travel alone with her kids. So if her husband cannot join her at last minute, she is planning on bringing her MIL. I am fairly certain she can transfer her husband’s ticket to her MIL. Will the FPs come with the ticket? Will we be able to get her MIL the same FPs? Thanks.

Is the MIL a FL resident? Because they will ask for an ID the first time the tickets/band is used?
