Technically any transferred points are supposed to keep their home resort. In the past this didn't happen and they assumed your home resort instead. Supposedly this has been corrected but so far I've only seen one report on this board that affirms that position. I have 3 reports from other sources from after the change to the contrary. To me the jury is still out on how this will work. If you want them to be OKW points and you have a problem they can track them manually but you'd lose the ability to reserve day by day at 11 months out at OKW if that were the case.

Another question(s):Would someone be able to transfer me 100 of their 2008 points? And the go in my account as such? Or would they take on 2007 characteristics?

You should have the 11 mo window with the transferred points, it's just the booking day by day that has been a problem in the past. They can transfer 2008 points but are supposed to put them in your 2008 use year as well. This also has been an issue in the past. Make sure you tell them you want them to stay OKW points and exactly where you want them to go. Then check it all out at prior to actually being ready to make the reservations in case this doesn't happen exactly by the book initially. Do realize you can't borrow the points from the 2008 use year. Realize there are several risks here. They may not stay OKW points, they may put them in the wrong use year and they may assume your use year. History suggests two of these can be fixed but it might take a week or two, if they go in the wrong use year you'll likely be stuck.
