Trading in tickets for an annual pass worth less than the ticket value

Does Universal allow you to trade in tickets for an annual pass if the value of the pass is less than the original tickets? I know that no refunds or credits are allowed, but would I be able to chose a pass less expensive than my tickets if I was ok with forfeiting the difference?
 
Go to guest services at the parks, not the ticket desks or hotel ticket desks for this.

I was able to do this in 2020. We upgraded 2 tickets, one to a Seasonal AP and the other a Power AP since they couldn't do a refund of the difference - so it was something like $10 extra for the upgraded AP with better benefits.

Since we are now eligible for the FL AP, our tickets are actually valued $50 over the Preferred passes that we want. The upgrade to Premier is more than I want to pay. Id be happy forfeiting the difference but wasnt sure I could. I was considering an Epic ticket but that would be an add on and Im not sure it would work either.
