I'm planning a trip to DL this October and last time the wait for TSMM was consistently 45-60 minutes long and I wanted to know if

1) The line is still that long

2) If it is that long, do you any strategies for beating the crowds on this ride
 
Yes, the line is still that long, at least whenever I am there. We like to go ride it first thing in the morning on a non-early entry day when the park opens. Depending on how crowds are that day, we can often ride 2 or 3 times in a row fairly quickly.

2) Get there early

Even if you wait in line for Radiator Spring Fast Pass it can still be a more moderate rate if you then go to Toy Story afterwards. Remember that as you approach Toy Story you can also pull a FP for Calif Screamin because that is not connected to the rest of the FP system (so you'd have FPs for Radiator Spring and Screamin, then ride Toy Story).
 
It's always pretty long. The best thing to do is get there before rope drop. Then when everyone heads to carsland, you should go to TSMM. Should be a walk on first thing in the morning. If you are staying offsite make sure you go on a non EMH day.

I am wondering for those that go to TSMM at RD...is it better to follow the crowd to Carsland and take a right toward the Pier? Or should we walk past Soarin and GRR and head to the Pier that way?

Personally I think it's still faster with the RSR masses than going the long way around past Soarin' and GRR.

If one is there at RD, I have done it both ways and think the GRR route is usually let thru a little sooner than the CL route. But I am sure it depends on the day. :)

Another vote for just going with the masses to Carsland route. The route through GRR is longer (about 475 yards, compared to 300 yards). I've found that the crowds heading to Carsland moves fairly fast and once you pass the entrance to Carsland the crowds really thin out.

The only reasons that really comes to mind to use the GRR route is if you don't like dealing with crowds (it does feel like your packed in like sardines), if you don't like trying to negotiate the crowds with a stroller/wheelchair/ECV, or if you were thinking of getting at WoC FP on your way to TSMM. For those, I would consider using the GRR route, but I don't think it'll be faster.

Most everyone beelines for Radiator Springs.

We went to Toy Story and it was empty. We were able to ride over and over. I think we did it 3 times. Barely any line at all. You have to do this first thing, though. It fills up fast.

We then went and got fast pass for RSR. It worked great.

That's how we do it too. We go there first and THEN we go get FPs for RSR.
 
We went last October, the 3rd week, and I don't think there was ever a 45min wait time for that ride! Maybe if you hit it later in the day when the park is at its fullest time but never did we wait that long. To be honest we had such a low crowd week that 45 min was the wait time for RSR!
 
We were there in December and were very surprised about how quiet CA Adventure was at night expect Carsland, especially the hour or so before it closed. I think it closed at 10:00 when we were there if I remember right. it was definitely not any later since that was the latest we stayed out with our kids. We were able to do the Toy Story ride about 4 times with around a 15 min wait between each ride. My daughter loved Soaring and we were able to get off the ride, walk around and get right back into the loading lines right outside the door of the theater so maybe a 5 min wait. We did that one over and over again too. The only ride we were only able to go on once was Radiator Springs. We went on the other Cars rides multiple times too. I am not sure if CA Adventure is always that quiet before closing but it was when we were there.
 
We were in DCA on Sat, May 31, a non early entry day with 9 am open. We arrived about 8:20. The rope drop to Carsland filled up fast....people were running to it from the gate...too crazy for me so we went to the GRR side and were first in line at rope drop there. We walked quickly to TSM and were not the first ones there. I think several from CL side got there before us, but we still walked right on..by 9:37 we had ridden twice.
