Do they have any events at Top of the World lounge on
New Years Eve?

The major "event" on NYE for TOWL is that it is a blackout date. You cannot go up at all unless you are staying at BLT on either December 30 or 31. Just FYI.

They do special fireworks in the park on that date and as the PP stated that's a blackout date for DVC members NOT staying at BLT. July 3rd and 4th are other blackout dates. Due to the special fireworks, it does get crowed, but if you're referring to any special New Years midnight events I don't believe so.
