Tool of choice for designs

I have been amazed and impressed with all the design work y'all do. Which has led/inspired/challenged me to try a few myself (no where near ready to share anything).

While I am toying with a few pictures I have some questions about software used and techniques.

Is Photoshop the tool of choice?
I have the Gimp - it's very similar - does anyone else have experience using that tool?
Are there any other software (read freeware) recommendations for making designs?

How2 questions -
Are there any how2s describing the incredible embossing, engraving, raised lettering techniques y'all demonstrate?
Is there a list of good sites for techniques and how2s?
what other techniques do y'all recommend learning and mastering (well - I'll settle for learning for now).

I am using Photoshop Elements and I love it. I don't have experience with any other programs. My best tip would be to choose one and then take advantage of the many online tutorials for whichever program you choose.
