It's typical of the press to sensationlise a topic. They pick on the most ridiculous example they can find.
I wish there were more officials fining people for dropping rubbish. If they placed a couple around our local school they'd make a fortune!

I work in the police force, it wouldnt be good news if something nice was reported would it!!!
