If it's not offensive and doesn't block anyone in my photo, someone photobombing wouldn't bother me in the least.
So is this an acceptable photobomb?
and if so. how about this?

Would I intentionally photobomb someone? Nope.
Would I freak out if someone intentionally photobombed me? Probably not unless it were inappropriate.
However...if we're on a ride together (even if I don't know you) I'm all for fun camera poses! One of my favorite WDW photos is from Space Mountain with a guy that I don't even know.
Furthermore, the celebs that Benedict Cumberbatch photobombed in this pic likely knows him. It's one thing if someone I know photobombs my photo but a whole 'nother thing if some stranger or someone that I have absolutely no interaction or rapport with does it.
We were the victim once and since then we can't get enough of it! Our favorite is to PB the foreign groups wearing the same t-shirts!
Which part couldn't you get enough of - being the victim or actually feeling you're part of a group?
You know what.....Splash Mountain is kind of the original photo-bomb.
Well in that instance it turned into a nice moment. The group in question were from Japan and, like previous posters have pointed out, 99% of photos taken these days are digital and when they saw the photo they laughed with us and thought it was cute.
Without even looking at the other replies, I'm going to add my two cents' worth.
Tacky.
Accidentally getting in someone's photo can be excused most of the time. People really don't pay attention to where they're walking or standing and don't take the time to go "around" when someone's taking a posed picture.
As I said, tacky.
