Is the TIW card good at counter services or only at TS?

It's not good at the majority of counter service places. You can use it at all the Value Resorts food courts, and at Port Orleans FQ. You can use it at many (but not all) at the Animal Kingdom park, and I think the quick service place (Artists Palette) at Saratoga Springs.

You can't use it for counter service in the other three theme parks or at resorts that have a full service restaurant (with that SSR exception).
