Sorry, I disagree on this point. Until the car is returned the service hasn't been fully rendered. Tipping both ways would be akin to tipping your waiter when they take your order and again when they bring the food.
 
The common practice among regular travelers is to tip when picking up, just like when you check your coat. We give 'em $2 in decent weather, $3-5 in the rain, and up to $10 if the sidewalks/roads are covered with ice (which, of course, doesn't happen at WDW).

Lots of people on these boards tip when dropping off the car, which I'm sure thrills the valet guys, but isn't expected. If you don't do it, they won't consider you a cheapskate or anything.

I'm on the side of those who tip each way. It's 3 dollars in and 3 dollars out (it used to be 2 in and 2 out but my wife said i was being cheap. We always tip Terry at the Contemporary $5 because he always remembers our names--so in a way I hope they don't pool!!
