It is closer from RPR to IOA then the garages to IOA and US.

It doesn't seem to make sense to take the boat for IOA since then you have to walk all the way around from the Citywalk docks to the gates. Taking it to USF makes more sense but I'd only do it if the boat is actually there and waiting.
