That makes sense. Why would anyone buy a renewal then if there is less of a discount on it than an new AP?
Well certainly those who live nearby and can take several unplanned trips would benefit from renewals. OR, If you are going to be going back a couple months after expiration, it might make sense to do a renewal.
Back years ago, Disney used to let you renew APs within 30 days, but you didn't have to activate them until your next trip. That meant that we could renew at the current price and then not reactivate the pass until our next trip. They found and closed that loophole though, so we stopped renewing. I forget now how many years the DVC discount has been in order for APs. We have gotten APs for years, even before the discount. It has always made sense for us.
