Ticket issue?

We are planning an extended family trip and my sister asked about purchasing our mom’s ticket. She had multiple emails about my mom’s ticket so it was VERY clear the ticket was for my mom. My sister already has hers.
So the travel agent took the money and the ticket arrived, but the letter was addressed to my sister and on the letter it had her name and the ticket number code. Then on the ticket itself (looks like a credit card) has the ticket number code and a space to put the name but it says “Refer to receipt for ticket name”. The ticket also says it’s not transferable.
My sister reached out to the travel agent last Friday about it and the travel agent said she thought everything was fine but it was confusing about the name. She also said we had plenty of time to worry about it and there was no rush to fix it. Our trip is in July, but we want to reserve parks, etc. So the travel agent offered to talk on the phone Friday or Saturday. My sister was available and no call. She still hasn’t heard anything and it’s now Monday night. We would cancel our trip and rebook with another agent (there have been other issues as well), but we have really great rooms and don’t want to lose those.
So, can my mom use this ticket as it is right now or is this something the travel agent needs to fix?
 
Is the ticket linked to anyone in MDE? If so, does MDE say it’s not transferable? If it’s not linked already, try to link it to your mother’s profile in MDE. An unused ticket should be able to be linked to anyone or to be transferred if it’s linked to the wrong person.
 
An unused ticket is transferrable regardless of to whom it may have been originally assigned. Aunt Betty planned to join you but backed out, you can reassign her ticket to cousin Jane. I wouldn't worry about the letter or the name on the plastic card.

More important is getting that ticket assigned to Mom in your sister's MDE -- or whoever has a profile for Mom on their MDE (you, sis, mom herself). Once that is linked to MDE, you can make theme park reservations. No need for phone calls with the TA or WDW.
