Thrifty or Budget??

Arrive Friday and have the 2 best rates with Thrifty or Budget. Thrifty is cheaper but never used them. Usually use Alamo but they were much more expensive. Any recommendations between the 2? Also I assume both car companies have a way to turn off the transponder, correct? I know with Alamo you just slide the off switch on it to use your own. Couldn't find the info on Thrifty and Budget states you can use your own but no explanation
