Well now if it truly is just a recylcing of a rejected condom, then I really don't see any problem with it. better than throwing them away. Now USED would be a completely different story.

They could collect them by offering a few cents for recycling just like any other recyclable product. Don't forget in China there is the 1 child policy, so I would imagine that with their population, there would be LOTS of used condoms.

I'm more likely to believe that they are made from factory rejected condoms, and that the "used" part is more urban legend than anything. It just doesn't make sense that they would go to the trouble of collecting used ones.
Someone probably saw that they were made from condoms, and made up the "ick factor" by asking, "what if they're USED??!!??"
