Thinking of upgrading to CSR from Pop for Free Dining in Dec.

Do I have to make that change before the 8/14 deadline for the special? Or, if I decide closer to our trip, can they still make that change (if a FD promo room is available) even though the booking time for the promotion is over?

If it helps, we're going 12/16 - 12/22 and when I look on Disney's site, pretty much every resort has rooms available for those dates including Pop and CSR.

I hesitate because a friend is talking about joining us. If he does, we will either add a second room to Pop (which I guess we'd have to do before Saturday or he definitely wouldn't get free dining...or would he be able to get it if we added it to our existing reservation??) or upgrade all of us to one room at CSR. We just haven't decided which we want to do yet.

The best bet is to book a second room in Pop and cancel before your 45 day mark if your friend decides not to join you. You can also upgrade to a larger room later. Usually Disney does waive the change fee if you are paying for a more expensive resort.
