Thinking about creating a website...Please help

I am thinking about helping my sister set up a website. However, I don't have any idea how to help. A long time ago, I had created an easy site with pictures of my kids on it, etc through ivillage or something similar. She would be wanting to upload home videos, etc. on this site so I would assume more space would be required and she would have to pay for the site (my old one was free). Does anyone have any recommendations? Is it difficult to upload video onto a website or do the websites that host the sites lead you through this type of thing. As you can tell, I have no idea what I am doing and neither does she so any help would be greatly appreciated. Thanks
