Like Kiddsister said it could be set up like where the kids get stamped a different character for their height. This would make it easy for the TMs to see and harder for the parents to mess with.
I do agree though, something must be done. We went a few years ago when DD was just about the height to ride Dudley. A few spots ahead of us in line was a little girl (inches shorter than my DD) and she got on the ride no problems. When we got to the front my DD was told she couldn't ride and she was just a hairs length away from the height requirement. There had been no TM at the front of the line and we truly thought she was tall enough. We realized later that when we first went into the park and measured her, she was wearing tennis shoes, but when we got in line for Dudley she had switched to flip flops.
