Man! I must be going bonkers... I thought the answer was totally different. I thought it said something about people who are about to cancel so those who are looking might be able to coordinate and snag a rez they are looking for. I feel so confused'd

I got my threads confused and typed an incorrect response then editted it.

I can't find the original list through these many pages. My guess it has something to do with whether they were asked for a credit card guarantee when ADR was first made.
