No. According to a 2003 investigation by the Orlando Sentinel, there never was any intelligence that there were terrorist plots including Walt Disney World. Disney had wanted to keep advertisers out of their airspace for years and took advantage of the 9/11 attacks to lobby Congress to restrict their airspace.

I am not sure how that is relevant here Bwang. The airspace has been restricted since congress declared it “national defense airspace” in February 2003.

We do know you can get a waiver to fly-over. Does the teathered balloon at Disney Springs require a waiver? Did the Helicopter Fly-over for the new Soarin Film require a waiver?

I get the distinct impression you have some financial interest in this matter. The TFR is of no interest or concern to those of us who frequent the parks.
