I read this twice. Did I understand it to say they want to conduct background checks on the mules or on the guys who lead the mules?? What are the mule leaders gonna do? Yell...

Hie-ya, mule!!! Hie- ya, mule!!! And cause the barge to fly down the canal at blinding speeds??

Now if that were on the Erie Canal, with a little bit of effort on the part of the mules, the barge could end up on the Niagara River & go over the falls.

Ummmmmm.... oh, never mind. This country is just too screwed up.

See, the problem as I see it is the mules are the terrorists, and the mule skinners are leading them down the tow path by this old canal which may, in it's mile or so length, come dangerously close to say a military facility or a power plant, since the canal itself serves no purpose anymore than entertainment. The mules will overpower the muleskinner and suicide bomb the facility. The nearest military facility would probably be a national guard armory some 20 miles away. Not sure where the nearest power plant is, but it's farther than that, so most likely the mules will hit the armory.

As an update, if anybody cares about the mule skinners, TSA has responded to Congressman Charles Dent's letter requesting an exemption from the security check and credentials for the mule skinners of Easton, PA. I have read the letter and it is a 2 page explanation of the federal law governing the US Coast Guard and it's jusrisdiction in this matter. As you might guess, the TSA did not back down and the mule skinners must get a security clearance if they are expected to lead the mules down the canal towpath for entertainment purposes. I don't know about you, but I feel a lot safer now.
